Abstract:

Environmental impact assessment (EIA) is a systematic, cyclical process which examines the environmental consequences of planned developments. A key component of the EIA process is mitigation of predicted impacts. The objective of the mitigation measures is to avoid, reduce and, if possible, reverse the significantly adverse project impacts on the environment. Mitigation measures are a critical part of the EIA process, as these actions aim to prevent adverse impacts from the planned project on the environment and people, ensuring that unavoidable impacts are maintained within acceptable levels. The basic principles of EIA suggest that mitigation and compensation should be considered in a hierarchy, consisting of avoidance, minimization, rectification, compensation, and enhancement measures. In Saudi Arabia, the concept of mitigation is identified in the Guidelines for Production of Environmental Impact Statements as a requirement to provide a description of the methods proposed to eliminate or reduce the adverse effects of a proposed project. This talk highlights the importance of mitigation measures in the EIA, based on some marine environmental case studies.
